ABSTRACT

This chapter discusses interviews with practitioners, secondary data coming from focus groups, case files, PSRs and the Likert scales. However, government objectives have clearly been about an increased emphasis on accountability, enforcement and breach to achieve the prioritisation of the protection of the public and punishment in the community over offender rehabilitation, although the latter has remained as one of the aims of the NPS, even as it moved into National Offender Management Service (NOMS). The only differences that emerged were ones related directly to job role, rather than fundamental belief, in that respondents in the high risk teams were more inclined to breach routinely due to possible implications for the protection of the public.
