It is alarming how seldom Government agencies give much time or effort to planning evaluations. Agencies are aware they have to publish the evaluation criteria. The concept that it is a really good idea to work out if they are the right criteria before you publish them doesn’t seem to have achieved quite the same currency. Perhaps people find it difficult to focus because it will be weeks or even months before the bids come back and the evaluation starts. That’s just too bad. The time to get the criteria right is the date you publish them. If you have chosen the wrong criteria you will either end up with the wrong contractor or tie yourself in potentially actionable knots in order to come up with the right one.
