ABSTRACT
This chapter provides a practical method for measuring purchasing performance and then communicating effectively - to the whole organization - the contribution the function can make to increase competitive advantage, profitability and all-round efficiency. In an intensely competitive world marketplace, purchasing can only achieve its true potential if it can persuade top decision makers that it will pay them to involve their procurement specialists in all major strategic decisions. In practice, however, computer systems for purchasing all too often come way down the top management wish list or they are tagged onto a finance system as an afterthought. Purchasing must be working at every stage as a decision-making senior partner if a practical, workable system is to be installed. All software must also be web enabled to take full advantage of eCommerce opportunities. To date, despite Government exhortations, the take-up of eCommerce in the purchasing process has been painfully slow.
