ABSTRACT

This chapter explores a strategic planning is discussed in non-spatial terms or in relation to issues that are only indirectly spatial, although they are closely connected to urban and regional planning. The Port Arthur Historic Site (PAHS) is at the apex of cultural significance for Australia, and is one of the country's pre-eminent heritage sites. Critical thinking is necessary to consider the cultural implications that flow from interpretation and marketing strategies, and visitor programs. Cultural literacy has interesting implications for understanding and conveying the complex and multi-layered significance of the PAHS, and implementing strategic management and strategic marketing for the site is a challenging cultural issue. Cultural data research into the PAHS is broad in its nature. It encompasses historical, archaeological and landscape research into the place, and research into its visitation and tourism markets. The cultural research undertaken to prepare the case for the nomination of Australian convict sites as world heritage is detailed, and geographically comprehensive.
