ABSTRACT

This Chapter explores the process of describing the working elements of a Culturised System for planning. The Culturised System consists of three tiers, the first of which is outlined, comprising seven Principles for Culture. Strategic planning has grown dramatically as a global phenomenon over the last several decades, and is used in urban and regional planning, as a non-spatial planning tool in government and business, and by NGO's and community groups. The idea of cultural plenitude indirectly supports and complements the value of a coherent approach to culture and a plural approach to theory. The values and principles of cultural diversity are the supporting for social, cultural and economic democracy, and encompass respect for differences based on ethnicity, race, religion, gender, age and sexual preference, and varied combinations of these, as outlined in the Universal Declaration on Cultural Diversity. In social terms, cultural diversity is related to both multiculturalism and cultural pluralism, and these terms are sometimes used interchangeably.
