The division of the urban population according to the system of vici was first of all present in the Augustan plan, and aimed to ease the operations of the recensus, and therefore of the procurement and the distribution of wheat. The revised urban space would have contributed to a consolidation of the idea of the closeness of the Princeps – of his family and of his ancestors – to the Urbs and its inhabitants, around a common project of religious piety, of respect for traditional values and care for public affairs. The ratio of the Augustan intervention for the organization of the territory of the city, even if it cannot be reconstructed in its entirety, can nevertheless be sketched out in general lines. The ratio of the Augustan interventions on the territorial arrangement of Rome for security was not limited to the containment of fires, and foresaw the implementation of an integrated system with multifunctional supervisors.
