The technical background that largely supports this camp's position can be found in publications of the Intergovernmental Panel on Climate Change (IPCC), a body established in 1988 by the World Meteorological Organisation and the United Nations Environment Programme. Rowan Williams, the Archbishop of Canterbury, ruffled some feathers by likening moral choices over the environment with those over sex. Bishop Chartres henceforth gritted his teeth and endured some lengthy rail journeys to conferences in Germany and Romania, but his luck finally ran out when he had to attend an environmental meeting at an Arctic location only accessible by air. Conventional belief is that the guiltiest nations are the most industrialised and highly developed and that these nations should shoulder the responsibility for doing something about the environmental damage. Environmentalists blame former US President George W. Bush for spurning the Kyoto Protocol on the basis that the provisions would be too costly to implement and potentially damage US interests.
