ABSTRACT
For a seminar in Norway, a researcher was invited to present his analysis of the region. During his presentation he showed a slide containing many dots which he called ‘lumps’. In the next slide he showed arrows between the dots. From ‘lump to cluster’, he said, ‘the core is to create interactions. … Everything is about being connected.’ He concluded the presentation by offering some policy recommendations for creating interaction between universities and industry. However, we were working in the region at that time and felt that the presentation left some unanswered questions in terms of how to create connectedness. It seemed very easy on paper, but we knew that it was not.
