A socialist market economy should be an open economy The Third Plenary Session of the 11th Central Committee of the Communist Party of China confirmed the overall policy line with respect to structural reform of China’s economy and its “opening up.” The term “opening up” was used with respect to China’s comparatively closed economic system of the past. In English, the term is described as an “open door policy.” In a metaphorical way, this describes a door that is in the process of opening from having been basically shut. At the beginning, it opens a little, then gradually a little more. But exactly how far it opens, to what degree, is something that has not to date been answered in any clear way. The reason is that “opening up” is a dynamic process. It is not demarcated by any explicitly defined goal that will serve as the “model” in the end.
