ABSTRACT

The netroots developed in two distinct phases. The first iteration was characterized by rapidly growing ad hoc structures operated by political newcomers. Combining the novelty of online politics with resurgent progressive activism, the early netroots generated a lot of media buzz and several "close, but no cigar" results on major electoral and legislative efforts. The second iteration of the netroots expanded and institutionalized many of the early netroots operations. During President Obama's second term, the netroots and the progressive wing of the Democratic Party began to emerge victorious in several major intra-party fights. The Net Neutrality victory was engineered through an inside-outside coalition of netroots and DC-centric advocacy organizations in the vein of the Fix the Senate Now coalition that had succeeded in reshaping the federal courts. Even when the inside-outside coalitions of netroots groups and legacy progressive nonprofits do not win major intra-Democratic party fights, they are still highly competitive.
