ABSTRACT

The member countries of Organization of Petroleum Exporting Countries (OPEC) could reap extensive benefits by adopting a responsible, statesmanlike role in calling for a global conference on energy and development under the sponsorship of an independent agency such as the World Bank. In this event, it seems that the consuming countries would have no alternative but to respond positively and to participate willingly. The most practical solution to bring about cooperation between producers and consumers for the OPEC countries as an organization to take the lead in world statesmanship by calling for a global conference. It suggest that an independent act as sponsor and catalyst in setting up a practical working-level conference. In fact, OPEC has already devoted much time and attention to such a dialogue as evidenced by the statements of many of the oil ministers and by their participation in such international energy conferences noted earlier in Colorado, Oxford, and their own OPEC Seminars in Vienna.
