ABSTRACT
Rising education levels provide many private and social benefits. 1 An analysis of policy choices that affect the speed of increase in education participation and attainment should address both private and social benefits. It is incumbent upon us to explore whether the benefits of an accelerated advance of education, like that of the normative scenario, appear to outweigh its costs.
