ABSTRACT

This chapter focuses on the second dimension of the police integrity theory. It provides a detailed analysis of the SAPS’ mechanisms for internal control of misconduct. It also discusses the effectiveness of the SAPS’ Anti-Corruption Unit (ACU), Organized Crime Units (OCUs), the “Scorpions,” and the “Hawks.” In addition, it analyzes police officers’ views about the appropriate discipline for various forms of misconduct, the discipline they expect the SAPS to mete out for violations, and their views about the fairness of the discipline.
