ABSTRACT

Few places in the world have as intimate of a relationship with water as does Rotterdam and the surrounding province of South Holland. Climate change may exacerbate the threats the Rotterdam region faces, particularly from both coastal and inland flooding. This chapter considers how adaptation planning is evolving in Rotterdam – and the wider region and country – and may continue to evolve into the future. It introduces the various climate-related threats that Rotterdam and its broader region face. The chapter discusses how adaptation is evolving in Rotterdam, and the wider country, while concurrently introducing how infrastructure planning and decision-making is approached. It also considers uncertainty as an important factor in climate adaptation planning. The Gemeente Rotterdam's Planning Department contains a unit responsible for the tertiary transportation network in the municipality. The City of Rotterdam was the first in the Netherlands to appoint a 'climate director' to coordinate its efforts.
