ABSTRACT

The amount of Russian and foreign capital invested in Russian industries was, of course, not large when compared with the amounts invested in the industries of countries with a higher industrial development and greater political and social security. The Soviet Government is carrying on the broadest nationalization of industry, the fundamental motto of the policy of the Soviets is 'workers' control'; but the growth of workers' control meets with sabotage on the part of the managers of industrial enterprises. At present nationalization is being applied by degrees to the metallurgical and coal industries. During the first period there were very few cases of deliberate nationalization of industrial enterprises on economic grounds. The principle of nationalization of industry involves logically the nationalization of banks. Occasionally an engineer who was not satisfied with his position in a nationalized factory proposed to the All-Russian Soviet of People's Economy that they should nationalize another plant and place him in charge.
