ABSTRACT

The industrial conditions at the beginning of the period are indicated in the resolution passed at the Twelfth Congress of the Russian Communist party held in Moscow in 1923. During the two years from 1923 to 1925 the New Economic Policy was developed, and a great improvement in the conditions of life was observable. When the New Economic Policy had ameliorated life in the cities, many officials of the old rgime were induced to return to their posts, and technical experts, chemists, engineers, and the like resumed service, either in the old state enterprises or in nationalized plants. In spite of the Government's fixation of prices to be paid to the peasants for grain, the competition of the private market, which had now been legalized by the New Economic Policy, made it possible for the price to be advanced beyond the government standard.
