ABSTRACT

Foreign policy is, as indicated above, the pursuit of a separate interest usually conceived as opposed to that of other governments or peoples. International policy is the pursuit of an interest conceived to be common to all peoples. Diplomacy contains examples of both kinds of policy: and although the more primitive conceptions and practices have survived with a certain virulence in the dealings between governments, a new system has been developing. International Law, world conferences of governments, and organisation for joint or agreed action between governments—all contribute evidence of the existence and increasing importance of the practice of international politics.
