Efficacy of the treatment is determined by both the program or setting and the social environment. A social network can play a significant role in decreasing support for substance-seeking behavior while increasing support for sobriety that is associated with reduced risk for relapse. As for all patients, environments for patients with substance use disorders must address the various cultural backgrounds and the resultant need for a more universal treatment plan. Social reformers of the period, as well as physicians, argued that inebriants were creating chaos in jails and "insane asylums" and needed dedicated facilities to receive proper treatment. J. A. Lipscomb surveyed 409 staff in 13 residential addiction treatment facilities in the eastern United States. Several sustainable design strategies have been incorporated into the design, construction, and operation of the facility, including waste recycling; low-maintenance, long life materials; and water conservation.
