In cities and towns, there are bicycle parks outside public places such as department stores and parks. These bike parks are normally attended by retired or elderly people. They charge a small flat fee for the service. If people leave their bike elsewhere, they may face a fine or find the bike taken away by the traffic police. In mainland China, drivers sound their horns simply to announce their arrival or to tell the cyclists or pedestrians to give way. So people can imagine how bad the noise level is. The government is tackling this problem, and some cities have begun to give penalties to people who abuse the use of horns. At many road junctions, the traffic lights do not work properly, so instead people see traffic police standing on a raised platform in the middle of the road, directing traffic.
