ABSTRACT
For almost fifty years efforts to control sou erosion have mobilized the energies of tens of thousands of people in the United States in federal, state, and local agencies and have involved the expenditure of over $15 billion of public money. Throughout this period the threat of erosion to air and water quality was recognized, but the main concern was the perceived threat to productivity of the soil.
