ABSTRACT

Organisations that have effectively implemented a risk control programme over a period of time will have reduced a large number of their risks to a relatively low level. They will have done this partly by eliminating hazards, but it is likely that most of the risk reduction has been achieved through risk control measures. Where organisations have reached the point at which it is difficult to reduce risk further with additional control measures, they need alternative strategies to improve the management of risk. Two such strategies are possible: reducing the reliance on risk control measures, which will be dealt with in this section, and increasing the reliability of risk control measures, which we will consider in the next section.
