ABSTRACT

This chapter focuses on the advent of the ‘professional’ referee and the associated issues related to the payment of officials amid class tensions in society. Consideration is given to referees as an occupational group and the respects in which they sought to adopt a more professional approach to officiating, as well as related issues concerning referee governance, training and payment. In addition, the introduction of and changes made to referee classification are examined with reference to the role of the FA and FIFA.
