Local Chinese officers refused, sparking a Japanese attack. After the Chinese successfully repulsed them, the Japanese War Ministry mobilized five divisions into North China. The Sino-Soviet non-aggression treaty was signed on 21 August 1937 between the Republic of China and Union of Soviet Socialist Republics, just a month after Japan’s 7 July 1937 attack. The provisions of the present Treaty shall not be so interpreted as to affect or modify the rights and obligations arising, in respect of the High Contracting Parties, out of bilateral or multilateral treaties or agreements of which both High Contracting Parties are signatories and which were concluded prior to the entering into force of the present Treaty.
