ABSTRACT

This chapter examines the war in BiH, the crimes committed there against non-Serbs as part of the Serb strategy of ethnic separation, and the creation of the Serb-controlled territory that became known as the Republika Srpska (RS). The Prosecution cited parallels between the establishment of the RSK in Croatia and that of the RS in BiH, where ethnic separation of Serb-claimed territories again led to crimes against non-Serbs, mostly Bosnian Muslims. The formation of Serb Autonomous Regions (SAOs) in Bosnia was to adhere to the example set by Croatian Serbs and, to that end; a 'regionalisation policy' was announced to establish regions in which Serbs were an absolute or relative majority. On 19 December 1991, Karadzic's SDS had issued 'Instructions for the Organisation and Activity of the Organs of the Serb People in Bosnia and Herzegovina in Extraordinary Circumstances'.
