ABSTRACT
The solution to the "pesticide problem" lies in the selection of those courses of public action that will yield the best outcomes for society as a whole—taking into consideration the values placed upon the multiple objectives concerned, in Chapter 1 the problem was defined as one of spillovers (external economies and external diseconomies) and technological indivisibilities resulting from a growing usage in quantity and the expanding array of uses of chemical pesticides.
