... [T]he process [to revisit the new bridge's design] delayed it for two years ... I'm very happy, because after two years, or three years, you will assume that the costs will be much higher. And so to see that bid come in — one came ill at 1.6 billion dollars, and another one came in at 1.4 billion dollars, so that really made me very happy. So now we just have to mope forward and build the bridge, because it has been going on now since 1989, and I think it's inexcusable that it takes that long.
