ABSTRACT
Successful implementation of the strip mine curbs contained in the new legislation posed even graver problems for the Governor than did winning passage of the Act itself. To translate the words of the bill into administrative action that actually reduced the environmental damage caused by stripping required that the Governor devise methods for insulating the Division of Reclamation from coal industry influence and for coping with its administrative deficiencies.
