ABSTRACT
Before discussing the application of the REQM framework to the Ljubljana area, some definitions and explanations of concepts are necessary. This chapter includes: the definition of a residual and a description of the interrelationships among types and forms of residuals; the concept of an REQM system; definitions of REQM and of an REQM strategy; a discussion of analyzing and evaluating REQM strategies; and some observations on the basic nature of REQM problems in all societies.
