ABSTRACT

It is axiomatic to state that the degree of sophistication of an analysis should be "tailored" to the situation: questions being asked; available analytical resources; and political constraints. The degree of sophistication should be in tune with the subtleties of the institutional milieu in which the analysis is made. It is likewise axiomatic to state that it is essential to plan the analysis itself. That is, the analytical activities must be scheduled to produce the desired end product, a useful report, with the available analytical resources.
