ABSTRACT

This chapter spells out the book’s analytical framework, beginning with an understanding of governance integration as a discrete concept and continuing with an elaboration of organizational change and the international bureaucracies in which this change is observed to have taken place. It conceptualizes the four factors, or variables, constituting the proposed change mechanism: global policy environment, organizational autonomy, organizational structure, and organizational leadership, and concludes with the rationale for selecting the UNFCCC Secretariat, IEA Secretariat, and World Bank as case studies.
