ABSTRACT

The European Directive No 89/391/EEC, known as the ‘Framework Directive’, is the measure dealing generally with ‘the introduction of measures to encourage improvements in the safety and health of workers at work’. The European Parliament adopted four resolutions in February 1988 which specifically invited the Commission to draw up a framework to serve as a basis for more specific directives covering all the risks connected with health and safety at the workplace. This Directive was the result of that invitation, and its structure is typical of directives in general.
