ABSTRACT
These Regulations implement most of European Directive 89/391/EEC of 29 May 1990 (the ‘Framework Directive’), Council Directive 91/383/EEC, dealing with the health and safety of those who are employed on a fixed term or other temporary basis, and Council Directive 94/33/EC, on the protection of young people. The Regulations are in addition to the requirements of the Health and Safety at Work etc Act 1974, and they extend the employer’s general safety obligations by requiring additional specific actions on the employer’s part to enhance control measures.
