ABSTRACT
In Chapters 7 and 8, we had examined how institutions of the central and state governments had failed to live up to their specific and general responsibilities towards emigrants and their families. In this chapter, the focus will be on how the same set of state-level institutions that had failed in the last four decades or more can give themselves a better chance of success in the next few years in the new emigration states like Uttar Pradesh and Bihar.
