ABSTRACT
A 17-year-old college student from an impoverished neighborhood in Chicago estimated that about 40 percent of the people in his locale were alcoholics; many others were in the street just hanging out, experiencing an unplanned, purposeless life. He explained, “They live based on today. [They say,] ‘Oh, we gonna get high today.’ ‘Oh, whoopee!’ ‘What you gonna do tomorrow?’ ‘I don’t know, man. I know when it gets here.’” The man added that he understood such behavior-that being among confused, unmotivated people produced such an outcome (Wilson 1997, 8).
