ABSTRACT
The proper relationship of the individual to the state and society has always been a central question to political thinkers. The question becomes especially complicated in a society that claims to be governed by democratic principles. Probably the principal element in all the many competing definitions of democracy is the notion of majority rule. If, indeed, the government represents the will of the majority of the citizens, then perhaps we need not worry so much about protecting individuals from government. If we choose the government, what do we have to fear?
