Measuring Losses to Businesses and Government Agencies

Although the losses suffered by individuals and the steps taken by public authorities to curtail an outbreak of giardiasis probably attract most of the media attention, businesses, school districts, government agencies, and the water supply utility in an affected area also experience losses. This chapter develops methods for measuring these losses to society based on the difference between the sum of the producer and consumer surpluses before and after an outbreak. ¹
