ABSTRACT

This chapter discusses how the United Nations, led by United Nations Development Programme (UNDP), is building and strengthening its capacity development (CD) services to member country governments as a means of generating knowledge and technology transfer. It examines UNDP role within the system in developing the UN position on and approach to capacity, and illustrates different United Nations agencies applications of the UNDP-UN model. Of all the UN agencies, Food and Agriculture Organization (FAO) has one of the most highly developed, complete and user-friendly capacity web resources. The WHO eHealth work includes programs and projects along with development of publications, tools and materials for CD in areas such as health policy and governance, standardization and interoperability, research and surveying, online learning and training, networking and South-South collaboration. The final goal of CD, as noted in the different UN agencies respective literature on the subject, is always the strengthening of individual, organizational and institutional national capacity for the long term.
