In 1974, following a review of social security provision for chronically sick and disabled people, the government of the day published its recommendations in a House of Commons paper, 1 No specific proposals were made in that paper for children with disabilities, though it was acknowledged that severe disablement in a child might have far-reaching effects on families' finances. 2 Instead, commitment was given to a government-funded programme of research on disablement in children. 3
