ABSTRACT

This chapter discusses limitation to activities with water intakes less than or equal to 6,000 cubic meters per year and connected to a municipal sewage system. Turning from the individual activities to the operator of the sewage treatment plant– usually a municipality or a group of municipalities– it must be understood that the operator of the treatment plant does not perceive the potential incentive effect of the effluent charge directly. This is because the effluent charge is not paid by the operator of the municipal treatment plant, but rather through the water distribution company via intake water bills. It is important to note, in attempting to assess the incentive power of the effluent charge on a municipal sewage treatment plant operator, that amortization of the capital cost of the plant needs virtually no consideration in the analysis. For the legislator, the charges are exclusively dedicated to balancing the budgets of the basin agencies.
