ABSTRACT
China’s grassroots are alive with actions that have climate-stabilization implications. Subnational governments are in the forefront of emissions-mitigating changes that were not contemplated even a decade ago. Nonstate actors are involved in multiple local initiatives. Public concerns and protests over pollution have captured the attention of political authorities at national and local levels. Awareness is growing that policies that advance climate stabilization are in China’s interest.
