Institutional culture is mentioned by a number of the interviewees as being a serious barrier to the development of learning analytics. Mark Milliron thinks change will be facilitated by moving from a 'culture of blame to a culture of wonder' in the use of data to optimise the student experience. Attitudes towards openness in the teaching process are another aspect of institutional culture that may need to be overcome. Mark Milliron believes a fundamental change is required in leadership now that the age of analytics has arrived: Twenty years ago when advertisements for new presidents or principals went out, at the very bottom would be something that said 'understands uses of technology in education'. Adequate allocation of funding is considered to be essential. Ethics, data rights and privacy are mentioned frequently by the experts as presenting challenges to implementation. Alyssa Wise suggests that institutional ethics boards are 'behind the game' when it comes to learning analytics.
