ABSTRACT

This chapter demonstrates that disaster recovery is a highly complex process that is characterised by widespread confusion, contradictory needs, continual pressures and multiple planning dilemmas. It also examines some of the more common dilemmas that are likely to perplex officials. The chapter sets out arguments for and against particular approaches in four selected dilemmas that are judged to be typical of the field. It discusses many other dilemmas and some that specifically relate to the shelter and housing concerns. When such complex and finely balanced dilemmas surface, it may help to undertake the following actions. First, a SWOT analysis of each alternative option should be conducted. This may help broaden the picture of the situation and suggest how to resolve the dilemmas. Second, if the two parties to a dilemma are maintaining deeply held positions, plan a course of action to address the issue and bring both parties together to seek a measured consensus.
