ABSTRACT

In April 1974, under the auspices of Resources for the Future, thirty-eight energy specialists from the government, industry, academia, and private research organizations met in Washington, D. C., for a two-day conference on energy R&D policy. 1 The conference had two objectives. The first was to review the study presented in Part I 2 to determine where energy experts disagree with that analysis and what important aspects of energy R&D policy it has ignored or treated inadequately. The second objective was to identify important areas of research, particularly social science research, that could enhance our ability to evaluate and formulate public policies affecting energy R&D.
