ABSTRACT

Energy R&D policy, as the name suggests, is a component of both R&D policy and energy policy. This raises two questions that the conference spent some time discussing. The first concerns whether energy R&D, apart from the nature of the projects undertaken, is somehow different from other R&D. As one participant put it, if the word textile were substituted for the word energy throughout Part I, would we have a meaningful paper on textile R&D policy? In short, is it possible or useful to distinguish energy R&D policy from R&D policy in general?
