The section on operationalising strategic culture will elaborate the methods and indicators used for this analytical step. Cues about the effects of strategic cultural constraints and enablers as well as the securitisation process relative position within these are provided by the nature and the scope of the securitisation process. In addressing this question, one can assess to what extent securitisation adhered to the confines of strategic culture and thereby generated positive resonance. It can indicate to what extent strategic culture structurally conditioned the milder or stronger securitisation action by supplying discursive resources for the legitimisation of the respective securitisation move. It can be discerned through examining the time that lapsed between the opening of a policy window and the first establishment of the securitisation process. In liberal democracies the references to the pre-existing norms of a strategic culture contained in securitisation discourse must indeed appeal to those pre-existing norms of the audience.
