ABSTRACT

On page 389 I stated that the medical service of the Soviet State differed from the medical services in Western countries, including America, more in degree than in kind. It is necessary for me to justify this statement. This justification necessitates a brief statement of changes in medical administration which have occurred during the last thirty years. I have watched these changes and in some degree have taken part in them in England, and I begin my hasty review with notes on my own country. Some parts of this review are stated more fully in preceding chapters of this volume.
