Succession to the title of Emir (Ruler) is limited to the descendants of Mubarak the Great, the first Emir in the 20th century. The office has alternated between the Al J abir and the AI Salim branches of the Al Sab ah family. While this rule of alternation was disregarded in 1965, the selection of Emir Jabir (from the Al Jabir branch) in 1978 restored the balance. It has been an unwritten rule that the heir apparent also holds the position of Prime Minister. The accession of the Crown Prine e and Prime Minister to the throne in 1978 set off a vigorous contest among leading members of the Al Salim branch. Eventually, a choice of successor was made in Shaikh Saad al-Abdallah Al Salim, a graduate of the Hendon Police College in England, the former Minister of Defense and the Interior.
