ABSTRACT
David C. Perry is Director and Professor of the Great Cities Institute at the University of Illinois at Chicago. He is the author/editor of nine books and more than one hundred articles. He studies urban policy and the political economy of urban institutions, including universities, most recently in comparative and global contexts.
