ABSTRACT

The Obama administration has been vocal about the role China can play in what is now often described as a cooperative and comprehensive partnership, terms that have also been embraced by the Chinese leadership. The Chinese government has also lent substantial support to this initiative, offering 20,000 scholarships over four years to American students and educators to study in China. President Obama also encouraged initiatives such as the 100,000 Strong, which Secretary of State Hillary Clinton officially launched in May 2010 to promote mutual understanding between the United States and China at the people-to-people level by sending greater numbers of Americans to study abroad. Human rights remain a divisive issue, albeit one that the Obama administration argues should not prevent it from working together with China on other issues. The Strategic Economic Dialogue begun under die Bush administration was continued and expanded by the Obama administration.
