ABSTRACT

This chapter analyzes governance through three sets of issues and questions: what is governance, why is good governance vital for the overall development of a society, and how has globalization effected governance; what are the key attributes of a good governance system and how do people assess them, or measure them; and, are there widely recognized imperatives or core values that signify good governance. Worldwide Governance Indicators have been developed by World Bank as an attempt to build regular governance indicators that can be a crucial tool for policy analysts and decision makers. In January 1997 United Nations Development Program (UNDP) published a policy document entitled 'Governance for Sustainable Human Development', articulating UNDP's commitment to supporting national efforts for good governance for sustainable human development. Transparency International has been occupied with developing ethical, transparent, and accountable systems of governance. A basic challenge facing effective governance is development and implementation of agreed upon core values and policies to guide decision making.
